Do you have any ideas or direction to give on how you would complete requirement 4?:

Participate in a conservation project as part of an approved Scouting program totaling at least three hours that addresses a conservation need common to more than one country.

There are many conservation needs which are common to multiple countries: air quality, water, etc. I don’t read this as saying you need to do something for multiple countries. It just needs to address an issue which is global more than local. You could do an educational presentation on the importance of forest conservation for example. I would include the prep time in the hours.

I found 2 ideas that fit the bill. Tree planting events, usually in the fall or early spring. Sometimes tree planting events are held or sponsored by the city you live in or by organizations like the Arbor Day Foundation. Another idea is one that we have been involved in is invasive species/weed pull events. Around the area we live in we have a problem with, and invasive grass species called Feathergrass. the event was sponsored by the Forest Service. The project was to pull out this type of invasive grass. It was really easy because they have shallow roots.
